Risk Identification and Assessment <br />Each facility component or system of the mine has been examined <br />• for its potential for causing a release of significant amounts of <br />toxic or hazardous pollutants to waters of the United States due <br />to equipment failure, improper operation, natural phenomena, such <br />as rain or snowfall, etc. <br />The only area that was identified as a potential risk to the <br />environment in the event of an accidental release to waters of the <br />United States is the fuel and oil storage tanks (See attached Plan <br />of Operations Map). The combination of measures that have been <br />developed to meet the objective of preventing or minimizing the <br />potential for release of toxic and hazardous pollutants in <br />significant amounts are explained below. <br />Fuel and Oil Storaee <br />There are two fuel storage tanks located at the mine (See Material <br />Inventory). The 500 gallon gasoline tank and 16,500 gallon diesel <br />fuel/hydraulic oil (two cell) tank are both surface installations <br />which are enclosed by containment wa1Ls. The height of the <br />containment walls and corresponding enclosed areas have been sized <br />to contain the total volume of both tanks and include an <br />incremental volume as a factor of safety. <br />• One tank is located at the mine to hold oil used in the <br />preparation of oiled stoker coal. The tank is enclosed by a <br />welded steel containment wall. The height of the containment wall <br />and corresponding enclosed area have been sized to contain the <br />total volume of the tank and include an incremental volume as a <br />factor of safety. <br />Waste oil is collected and temporarily stored either in drums in <br />the maintenance shop area or in a 500 gallon waste oil storage <br />tank located near the maintenance shop. EFCI limits the number of <br />waste oil storage containers in the shop at any given time. The <br />waste oil storage tank is enclosed by a grouted block containment <br />wall with the basin area created by the containment wall having <br />sufficient capacity to contain the entire concencs of the storage <br />tank. Periodically, full waste oil containers and any waste oil <br />accumulation in the storage tank are collected by a contractor for <br />off-site disposal or recycling. <br />Material Inventory <br />Following is a table of all bulk fuel 'and waste oil storage tanks <br />as well as information on the prediction and control of potential <br />spills. <br /> <br />
