<br /> <br />Rationale for Recommendation for Approval with Conditions, Over Objections <br />Regular 112 Construction N[aterials Permit Application, Riverbend Opertion, <br />Mobile Premix Concrete, Inc., File No. NI-2000-016 <br />Submitted February 7, 2000 <br />Introduction <br />On June 2, 2000, the Division of Minerals and Geology (DMG) issued its recommendation for <br />approval of the Riverbend Operation application submitted by Mobile Premix Concrete, Inc., over <br />objections. This document is intended to provide a basis for DMG's recommendation over various <br />concerns and reasons for objections to this application. <br />The Riverbend Operation application was found complete and considered filed with the Division on <br />February 7, 2000. The applicant proposes to mine 120 acres of a 237-acre permit area for sand and <br />gravel. The mining will extend below the ground water table of the alluvium of the South Platte River <br />flood plain. The site is located approximately three miles North of Brighton, Colorado, in Weld <br />County. <br />Mining is proposed to occur over a period of 10 years in five (5) mining cells. During mining each cell <br />will be dewatered. Reclamation includes the construction of two clay lined water storage reservoirs. <br />Lake 1 will cover 50.6 acres and Lake 2 62.8 acres. The liners will be constructed as mining proceeds <br />and will be completed in phases. <br />I.
