24. Please provide a reclamation plan for the proposed haul road connecting the A and B Cells to the C <br />and D Cells and the portion of the haul road leading to the edge of the Brownwood Pit. Please <br />describe how the road will be reclaimed, the depth of topsoil to be replaced and how the drainages <br />will be reestablished. <br />25. The applicant intends to mine through 0.5 acres of wetlands noted on the east side of Cell D. Please <br />state if this area is to return as a wetland area and provide additional information regarding the <br />reclamation of the wetland. In particular, please state the final reclaimed slopes, depth of topsoil to <br />be replaced and the seed mixture to be utilized. <br />Rule 6.4.6 Exhibit F- Reclamation Plan Man <br />26. On Exhibit F, the southeast corner of Cell B reclamation crosses over the mining pit boundary <br />depicted on Exhibit C-2 and Exhibit F. In addition, the cross section of Exhibit F depicts this corner <br />30 feet from the Big Thompson River, while the plan view of Exhibit F depicts a 60-foot distance <br />from the River. Please explain this discrepancy and revise the text and maps accordingly. <br />Rule 6.4.7 Exhibit G- Water Information <br />27. Please provide an estimate of the project water requirements including flow rates and annual volumes <br />from the development, mining and reclamation phases of the project as required by Rule 6.4.7(3). In <br />addition, please submit a copy of the source of the water rights obtained by Coulson Excavating to <br />supply the project water requirements for the mining operation and reclamation. <br />28. Please specify the maximum acreage of pit that will be dewatered at any given time during mining <br />and reclamation of the Gardels Pit. <br />29. Rule 6.4.7(1) requires the applicant to directly state if surface water or groundwater will be affected <br />by the mining operation. The applicant did not locate any wells within 600 feet of the affected land. <br />Coulson Excavating Co. will need to identify all wells of the surrounding area to determine if any <br />may be impacted by the mining operation. In accordance with Rule 6.4.7(2)(a), please identify all of <br />these wells on the exhibit(s). <br />30. Please state the overall depth to groundwater in the locations of all four cells of the mining operation. <br />31. The applicant states that groundwater seeps daylight before reaching the proposed pit area in the west. <br />Please locate the seeps/springs on the map, and describe any possible impacts to the seeps/springs <br />noted on site and to their associated users. <br />32. In accordance with Rule 6.4.7(2)(b), the Division requests that the applicant identify and characterize <br />the aquifer to be mined in or through. The Division also requests that the applicant define or predict <br />the cone of depression expected for any areas to be dewatered and dry mined during the life of the <br />operation. The cone of depression assessment should define, at a minimum, the horizontal and <br />vertical extent of drawdown expected. If during the assessment, the applicant determines that a <br />drawdown will occur offsite that may impact a current groundwater user, the applicant should explain <br />any mitigation measures to be implemented and trigger points that would put mitigation measures <br />into effect. <br />33. In accordance with Rule 3.1.6(1)(a), please explain how disturbance to the hydrologic balance will be <br />minimized during the mining and reclamation phase of the Gardels Pit. Please explain how Coulson <br />Excavating will be in compliance with Colorado Water Laws and regulations governing injury to <br />existing water rights. Please inform the Division as to when a Temporary Substitute Supply Plan, <br />Well Permit and Plan of Augmentation will be obtained from the Division of Water Resources. The <br />Division received comments from the Office of the State Engineer (OSE) regarding the application. <br />
