The <br />estimate should, however, be based on maximum anticipated cost of <br />reclamation during the duration of the project. In this case, it may be <br />more appropriate to consider reclamation costs during Phase II of the <br />project when there are 13 acres of major disturbance, 16 acres of moderate <br />disturbance and 13 acres of minor disturbance, none of which is going to <br />be part of the pond. This estimate should assume redistribution of all <br />overburden and topsoil stripped from this acreage.
