Berm B
1. In order to be consistent with the aforementioned recommendation for Berm A, an additional
10 trees shall be specified for Berm B. Each individual plant species shall also be identified
on the planting plan.
Response: As requested an additiona110 trees have been added so the Berm B plan. Each
individual tree or shrub is now labeled on the plan.
2. An elevation of the proposed mitigation shall also be provided.
Response: Completed See Sheet 3.
Seeding and Mulching
1. While you indicate that straw mulch will be provided on the seeded areas, a specification as
to application rates of straw was not provided. In addition, a fertilizer shall be applied to the
seeded areas as well. A fertilizer with an ana}ysis of 18-46-0 shall be applied.
Response: As requested, an application rate of 1 DDO lbs/mulch/acre will be applied to the
seeded areas. Rasher than arbitrarily apply a fertilizer with an analysis of ]8-46-0 to the berms,
we are suggesting that the soils be analyed after the berms are completed With the analysis,
the correct type and amount offertilizer can be determined and applied to provide the proper
nutrients to the plantings.
Irrigation system
While I understand your reasoning for eliminating the irrigation system after the landscape
plam material is established, I do not agree that the system shouid be eliminated. While
most of the plant material is indigenous to the area, I am a firm believer that adequate
moisture is beneficial to the overall health and gowth of plant material. Furthermore, the
bermed azeas are not sub-irrigated like most of the mining areas. The Rifle azea is
extremely acid and adequate natural moisture is not always guaranteed. Since there is a
guarantee on the replacement of dead plant material, I believe it would behoove the operator
to install a permanent, dependable irrigation system to prevent loss of material.
A permanent irrigation system steal] be installed to insure the success of the plant material.
Since the water source will be raw water, I would recommend that a filtration device be
installed.
Response: It was our understanding that this issue had been resolved at a previous meeting, so
we were surprised to see that it was still a concern. Although we disagree with your opinion on
thrs matter, the applicant will provide a 'permanent "irrigation system io the berm areas and a
filtration device Hill be used to help limit blockages of the system
Snyder Pit
1. You state that aberating/landscape plan cannot be prepared until sometime after the Corps
of Engineers approves the 404 permit which may be issued sometime in September or
October. This is due to the fact that potential wetlands areas exist in close proxunity to the
southern boundary line of the site.
While we recognize that wetland areas exist on this portion ofthe mining site and additional
time is necessary to coordinate efforts with the Corps of Engineers, the Snyder Pit area is a
