<br />• <br />• <br />The reclamation measures for the rock cuts of the <br />second group should be selectively designed prior to the <br />reclamation. It is highly probable that at that time rock <br />cuts of this group will be very safe, covered with vegetation <br />and featuring sufficient long-term factors of safety. We <br />feel that their stability should be evaluated at that time <br />and remedial measures implemented only if necessary. <br />4.4.6 [taste Rock Pile <br />Subsequent to final grading and prior to revegetation, <br />the waste pile should be covered with non-toxic, non-combust- <br />ible and impermeable soil. The impermeability condition is <br />required to prevent surface water seepage into the pile. The <br />natural colluvial clayey soils encountered in the vicinity <br />of the proposed pile locations should comprise excellent <br />materials for this impermeable cover. <br />The soil should be placed in lifts not exceeding 2 feet <br />in loose thickness and compacted to at least 907 of maximum <br />dry density as determined by the AASHTO T-99 test method to <br />insure adequate impermeability. The thickness of soil cover <br />required for coal processing waste is four feet; this full <br />amount will likely be required because of the apparently high <br />SAI', of the waste material.
