r1 <br />L_J <br />• <br />cuts permanently at their existing configurations rather than <br />disturbing their vegetation. <br />4.4.5 Rock Cuts <br />Rock cuts that have been excavated at the site can be <br />divided into two groups: steep to vertical rock cuts ex- <br />cavated mostly in sound rocks and rock cuts excavated at flat- <br />ter slope angles. <br />The rock cut above the mine portal bench, the cut <br />above the parking lot, the cut above the office and warehouse <br />and the east part of the cut above the diversion channel be- ~ <br />long to the first group. The stepped rock cut above the road <br />between the portal and fan levels and most of the rock cut it <br />above the diversion channel belong to the second group. <br />We feel that for reclamation purposes, the rock cuts <br />of the first group should be flattened to a more reasonable <br />slope wherever the topography permits. Flattening to the "most <br />moderate slope possible" is required by article 4.14.2 (b) of <br />the CPtLRB that specifies the elimination of highwalls. The <br />flattening is particularly important within the upper cut <br />portion where potential rock fall problems have to be ex- <br />pected. Placing of a buttress at the toe of the cut will <br />significantly increase the long-term factor of safety of the <br />cut. <br />lJe recommend that such measures are planned for the <br />~ cut above the portal bench, the cut above the crushing and <br />screening level and for the east part of the diversion chan- <br />I, nel cut.
