• <br />• <br />• <br />An alternative approach to changing the fill con- <br />figuration would be to initiate a program of careful moni- <br />toring and observation of the fill. The ptLrpose of such a <br />program would be to obtain more data on the ground water <br />and stability conditions and to provide a reliable warning <br />system that would be capable of detecting a potential <br />failure well ahead of time. <br />It is evident from the analyses that ground water con- <br />ditions are of crucial importance for the stability of the <br />fill. Although ground water was to be found below the fill <br />during the time of our investivation and shortly afterward, <br />it cannot be excluded that it might rise during the periods <br />of increased precipitation or during the spring season of a <br />fast snowmelt. On the other hand, if appropriate surface <br />drainage measures are implemented and any rise of ground <br />water becomes impossible, remedial measures could deal only <br />with potential surficial failures as indicated by the analyses. <br />The only piezometer that has been installed in Boring <br />B-3 close to the crest of the fill is not sufficient for <br />such proposed monitoring; it would be necessary to install <br />additional piezometers, or better, pore pressure measurement <br />devices with a short response time; they would have to cover <br />the critical parts of the crushing and screening level fill. <br />LJe feel that an additional monitoring system should <br />be implemented if it were decided to follow this alter- <br />native; we would recommend to install several inclinometers <br />within the fill. Inclinometers are sensitive devices that <br />are installed in vertical borings; they will indicate any <br />lateral deformations within the mass of tlTC fill.
