g) The existing trail to the pit is approximately 10 feet wide. The trail will be <br />used for the life of the pit and then left for the landowner. No reclamation is <br />anticipated on the existing trail. <br />h) No water is anticipated in conjunction with the operation. There could be <br />instances when heavy rainfall makes the site too wet to continue. At those <br />times, mining will simply cease until the site becomes dry enough to mine <br />again. Since the site is highly permeable, those instances will be very short in <br />duration. <br />i) Mining will not go into the groundwater at the site. <br />j) Since no water is to be used, there should be no injury to existing water rights. <br />k) No refuse, acid, or toxic producing materials are anticipated at the site. Other <br />mining enterprises in this part of Phillips County have never yielded any such <br />materials. <br />1) The finished pit will be returned to rangeland and used for grazing cattle. <br />There should be no disturbance to the hydrologic balance. <br />m) There is no processing of the material anticipated at the site. <br />n) The commodity to be mined is sand. <br />o) The mined materials will primarily be used for construction material for <br />concrete. Following that use, the pit may have some material that can be used <br />for road construction or landscaping projects. <br />p} No explosives will be used in this operation. <br />EXHIBIT D -Reclamation Plan <br />The primary reclamation plan for the pit is to re-slope the mined area, blending the final <br />contours into existing topography. The area will be returned to rangeland at the <br />completion of the operation. Slopes will be no steeper than 3:1. The initial 4" of topsoil <br />material will be replaced, then be seeded according to recommendations received from <br />the Yuma County Natural Resource Conservation Service. <br />a) The re-seeded pit area will be fenced with electric fencing until the area is <br />sufficiently re-seeded to allow grazing. <br />
