1111111111111111111
Richazd Mills
June 9, 1998
Page 6 of 9 Pages
sedimentation ponds had a minimum safety factor of 1.3 for a normal pool with steady state
seepage saturation conditions. Please provide the required documentation in revised pages to the
Permit.
Item 41. Rule 4.05.6(3)(a) The Division has not been able to find a description of the method of
operation [treat (automatic dewatering) or contain (manual dewatering)] oil Pond 5-P 1 in the
Permit. From Drawing Number IV-31, the Division concludes that containment with manual
dewatering is the method of operation; however, no demonstration of desi;;n water quality (in
terms of total settleable solids or total dissolved solids) was found in the Permit. Please provide
a description of operation in revised pages for inclusion in the Permit.
Item 42. Rule 4.0~.6(3)(a). The storage volume of Pond SA-P 1 is reported as 1.90 acre feet on
page 5 of Exhibit 18; is demonstrated as 2.44 acre feet on page 7g of Exhibit 18, 9/27/91; and
illustrated as 2.7 acre feet on Drawing IV-35. Please reconcile the differences and submit revised
pages as may be appropriate.
Item 43. Rule 4.05.6(3)(c). A reference is made to a "Standazd Dewatering Device" on Drawing
IV-31. The Division has not been able to find a description of this device. Please advise the
Division as to its location, delete the reference, or restore the information in revised pages as
may be appropriate.
Item 44. Rule 4.05.6(10). The Division found no certified as-built drawing for Pond 9-P1 in the
Permit. Information on page 22 of Exhibit 18 is that the embankment (constructed) height is 10
feet, and the pond volume (at the crest of the emergency spillway?) is 6.fi acre feet (close
agreement with the 6.71 acre feet as determined on page 89 of Exhibit 1 f.). Please furnish an as-
built (certified) drawing of the impoundment. In this regazd, the Division expects to find (as
applicable) on as-bunts the following information (all essential to evaluate compliance with the
Rules): a plan view (preferably 2-foot contours, standazd plan size, horizontal scale to match) of
the embankment and basin; the location of the spillways (emergency, primary, combined);
location of inlet(s) and dischazges; exit and approach channels; profiles of spillways; height,
diameter, invert elevation and composition of risers; diameter, slopes, ertd elevations and
composition of barrels; trash racks; for emergency spillways the invert (crest) elevation, cross-
sectionview, bottom width, top width, depth, size & depth of riptap, slope of bottom; details of
pond draining devices; exit channels (controlling) bottom width, top width, side slopes, location,
depth, armor, bottom slopes; cross-sections of typical embankment showing in- and out-slopes,
top of embankment elevations, elevation of original channel under the centerline of the
embankment, and elevations of the toe and heel at the channel trace, embankment materials,
coverings, filter beds, drain blankets, etc.; [he relationships (elevations) of the top of
embankment, invert of the emergency spillway, and invert of the primary spillway; a stage
(elevation) -storage (capacity) curve*, and a stage (elevation) -water s~.uface area curve*.
(*may be provided in a SEDCAD+ demonstration) If available, include the specifications
