RESPONSE <br />• The wet meadow community has been so classified as a community <br />of minor significance within the permit area. Data on herbaceous <br />cover and productivity for this community are contained in the <br />reference areas report in Volume III, Section G, Subsection 2 of <br />this permit, specifically Section 3.8 of that report. <br />4.15.7(3) In those cases where reference areas are to be used to deter- <br />mine the success of revegetation, these must be approved by the Division <br />as a part of the permit according to the following criteria: <br />(a) Reference areas shall be selected to be representative of each <br />plant community, as defined in 2.04.10, present within the area to be <br />disturbed, unless otherwise approved by the Division. <br />(b) The permittees shall demonstrate statistically, to the satisfaction <br />of the Division, that each proposed reference area is comparable to its <br />equivalent area to be disturbed in terms of herbaceous cover and produc- <br />tivity and other applicable parameters with the exception that, where <br />cropland is the approved postmining land use, the permittee need only <br />demonstrate that the proposed reference area is comparable to the equiva- <br />lent area to be disturbed in terms of crop production. <br />(c) The size of the reference area(s) shall be sufficient to allow for <br />• valid comparisons with the revegetated area; <br />RESPONSE <br />See the vegetation reference azeas report continued in Volume <br />III, Section G, Subsection 2. Responses to these items are <br />contained in the report. <br />4.15.7(3)(d) Reference areas shall be managed in a manner which is in <br />accordance with the approved postmining land use for the area to be <br />mined; <br />RESPONSE <br />Reference areas will be managed in accordance with the approved <br />postmining land uses of wildlife and livestock grazing. The mine <br />permit azea has been fenced to restrict livestock entry. Con- <br />sequently, management on both reference areas and reclaimed <br />land will be controlled and similar. <br />4.15.7(3)(e) In those instances where fencing of the reference area is <br />necessary to meet the management requirements of (d) above, a buffer <br />• zone shall be included within the fence, adequate to eliminate edge effects; <br />
