Fremont County/M-94-092
11/28/94
page 2
~ Will concurrent reclamation occur on inactive portions of the pit
as mining phases progress toward the northwest corner?
EXHIBIT D - RECLAMATION PLAN
The post-mining slopes of 3:1 are adequate. However there is
language in the BLM agreement referring~to possible need for
benching and maximum slopes of 2:1 on the south side, due to
geology. Please clarify in your plan if these slopes are to occur,
their location, bench configuration, etc.
o Related to the BLM mention of limitations due to geology, will
u there be blasting onsite?
What type of material base will the 6 inches of topsoil be placed
over? Both the SCS plan and BLM agreement mention the need for
~1~ possible borrowing of topsoil material from adjacent areas to help
provide for adequate growth medium for reclamation. Please be
reminded that disturbing areas outside of the permit boundary, even
if the disturbance is reclamation-related, is a possible violation
of the Rules and Act. Please clarify the above-referenced
language.
EXHIBIT E - MAPS
~c'W The mine plan map does not show the surface contours, which would
~ ~,, be helpful for examining the drainage patterns or how the site is
situated. Is the site level, on a hilltop, hillside or lowland?
The reclamation plan map also does not include surface contours.
The "sunflower" pattern depicted is interpreted by me (possibly
incorrectly) to show a pit floor surrounded by sideslopes. Based
on the proposed maximum slope of 3:1, and distances shown between
U1~ Perimeter and pit floor, the pit appears that it could reach depths
of 45 to 80 feet. Please submit a simple diagram or map (even 1
inch = 200 feet would work in this case) which clearly shows the
location and angle of proposed slopes, pit floor, and drainage
pattern if necessary.
If phased reclamation is to occur, please show that on a map or
describe it in a narrative.
EXHIBIT F - OTHER PERMITS AND LICENSES
Adequate.
EXHIBIT G - SOURCE OF LEGAL RIGHT TO ENTER
Adequate.
EXHIBIT H - MUNICIPALITIES WITH TWO MILES
Adequate.
