ISSUES NOT TO BE CONSIDERED <br />All other issues raised by the parties that are not encompassed in the list above will not <br />be considered by the Board, either because the concern has been addressed or because <br />the issue is outside the jurisdiction and authority of the Board under the Construction <br />Materials Act. The Pre-hearing Conference Officer identified the following issues, raised <br />by the objecting parties, as non-jurisdictional issues: <br />1. Should the period of active extraction be shortened? <br />2. Comments relating to close proximity of the proposed operation to other <br />operations. <br />3. Comments relating to cumulative impacts from multiple operations. <br />4 Comments relating to quality of life issues. <br />5. Comments relating to noise pollution. <br />6. Comments relating to the apparent lack of public support for the proposed <br />operation. <br />9. Comments regarding traffic safety. <br />10. Comments regarding Scenic Byway and Skyway. <br />11. Comments regarding conflict with established nearby land uses. <br />12. Comments regarding aesthetic values. <br />13. Land management habits of absentee landowners. <br />14.
