<br /> <br />3. You have committed to all the recommendations for the Alternate <br />Stockpile Area made by the S.C.S, except for mulching. The S.C.S. <br />recommends crimping 2000 pounds of straw or native hay mulch per acre to <br />the reclaimed areas. Mulching should improve moisture retention of this <br />sandy droughty topsoil, improve the effectiveness and decrease the <br />necessary time for successful reclamation. We concur with the S.C.S. <br />recommendation to mulch the site. Please comment. <br />4. Please describe reclamation plans for the river banks. What banks will <br />be armored with riprap? What banks will not be armored, and how will <br />you stabilize these banks? <br />5. It is implied but not stated that you plan to reclaim the future haul <br />road in the same manner as the Alternate Stockpile Area. Is this <br />correct? If not, please describe your plans. <br />Exhibit F - Reclamation Plan Map <br />1. Please show the river banks and areas that will be armored. <br />2. Please indicate the river banks that will not be armored. <br />3. Please show approximate contour lines in the river channel which <br />indicate how high above the channel the stockpile areas will be. <br />Exhibit L - Reclamation Costs <br />1. The staff concurs with the operator's estimate of a total reclamation <br />cost of 56,792.00. For convenience, I recommend the bond be set at <br />`;6,800.00. Do you concur? <br />
