<br /> <br />When the results of that study are compiled, it is likely that those <br />recommendations will have direct bearing on your mining methods. I <br />expect that a revision to your permit may be necessary at that time to <br />incorporate the recommendations of the study and plan. In order to <br />ensure compliance with your county permit and to minimize environmental <br />impacts, I recommend a similar stipulation to your Mined Land <br />Reclamation Permit which would read: <br />The operator shall provide a detailed study of mining-related <br />impacts from this operation within two years of the date of permit <br />issuance. Recommendations contained in this study to minimize <br />disturbances shall be incorporated into this permit and adhered to <br />during mining and reclamation." <br />Please comment if you disagree with this recommendation. <br />5. Approximately how much material do you plan to extract on an annual <br />basis? <br />Because of previous problems with mining operations outside permit <br />boundaries, we recommend that the limits of this permit area should be <br />permanently and visibly located. Much of the permit area is bounded by <br />such features such as the access road, Trimble Lane Bridge, the river <br />channel, and the north property boundary fence. However, the outline of <br />the Alternate Stockpile Area needs to be visibly and permanently field <br />located. Please describe your plans. <br />In Exhibit F - Reclamation Plan, you committed to following Soil <br />Conservation Service (S.C.S.) recommendations by salvaging the uppermost <br />6 to 12 inches of "topsoil" from the Alternate Stockpile Area. This <br />topsoil will be stockpiled along the western edge of this area. Please <br />describe your plans to stabilize this topsoil. We recommend grading it <br />to 3:1 and less slopes and re vegetating it with a cover crop. A cover <br />crop seed mixture and rate can be recommended by your local S.C.S. agent. <br />Exhibit E - Reclamation Plan <br />It is apparent that your new application does not include all previous <br />disturbances covered by Permits M-79-016 and M-80-130. These areas need <br />to be reclaimed and released, or they need to be included in this or a <br />separate permit (such as Hermosa Meadows' new permit). Please show <br />these areas on your map (either Exhibit C or F), and describe their <br />status and your plans. If you intend to transfer these areas to a new <br />operator, then you need to provide evidence that the new operator <br />intends to assume the responsibilities for these areas. If you intend <br />to reclaim these portions rather than include them in the new <br />application, they need to be reclaimed and released by the time this <br />permit is approved. If you intend to include these areas in your new <br />application, then you will need to revise your maps. <br />If any areas permitted by RBK Construction Company's overlap with your <br />permit area, please describe your respective reclamation <br />responsibilities. <br />
