Furthermore, [request that
Applicant be required to provide a complete Engineering Stability Auatyses for the slope
configurations as they will occur during operations. Such Analysis should include at the very least
a slope stability analysis for the area undergoing the blasting as well as for the neighboring
mountain ranges that will be m the line of the blasting. Please refer to your Construction
Materials Manual, Page 113, Rule 6.5 regarding the submission of a Geotechnical Stability
Exhibit.
In defense of my request and my position that this is an unstable area I have attached a full color
geological map of the azea in question (a small portion of the Geologic Map of the Pueblo 1 ° x 2°
Quadrangle, South Central Colorado) along with a black and white copy of the same geological
area which show at least three fault lines converging around Cactus Mountain on which the
Applicant is proposing to blast. The major fault lines converging upon and surrounding this area
are: Currant Creek-Isle Fault Zone to the West, The Parkdale Fault which surrounds the
Northern flank of the mountain and the Mikesell Gulch Fault to the East. In addition there are
many fissures leading off of these fault lines. The potential for seismic activity is present due to
the configuration of these many fault lines.
Stated in your Construction Materials Manual, Rule 6.5, Paragraph (4) is that "the Applicant shall
demonstrate through appropriate blasting, vibration, geotechnical, and structural engineering
analyses, that off-site azeas will not be adversely affected by blasting". I respectfully request that
you do insure that this portion of your requirements is a part of the permitting process for
Applicant. And that the persons doing such analyses are properly licensed.
