Stream Low Flow: The flows which will be used to calculate effluent <br />limitations are acute flows, those that occur for one day every three <br />years (lE3), or chronic, those that occur foz thirty days every three <br />years (30E3). These flows have been determined for Foidel Creek, Fish <br />Creek and Middle Creek by the Water Quality Control Division and are shown <br />in Table III-2. <br />Table III-2 -- Low Flows <br />Acute (lE3) and Chronic (30E3) Flow <br />Annual: <br />0 cfs (0 MGD) <br />IV. FACILITY DESCRIPTION <br />A. Industry Description <br />This facility includes both surface and underground coal mines. The surface mine <br />is no longer being worked and is in the last stages of reclamation. In the <br />active portion of the facility, coal is mined, than crushed and transported to <br />the loadout by conveyor, where it is loaded onto railroad cars. This is the only <br />mode of transportation of coal offsite. The federal guidelines which apply to <br />this facility are found under 40 CFR 434, titled Coal Mining Effluent Guidelines. <br />The parent corporation, Cyprus Yampa Valley Coal Corporation (CYVCC), performs <br />or has performed coal mining operations at several locations in this region. <br />This results in more than one permit being issued to them. As mentioned <br />previously, this permit covers activities at Mines 1, 2, 3 South and the Ecl~an <br />Park.Mine. CYVCC has a certification under the general permit for coal mining <br />operations (surface runoff only) for Mine 3 North (formerly called the Middle <br />Creek Mine). Twentymile Coal Company, also owned by CYVCC, operates the Foidel <br />Creek Mine nearby. <br />B. Wastewater Treatment Description <br />Several sedimentation ponds serve this site. They are summarized in Table IV-2. <br />Sanitary wastes, including bathhouse water goes to a septic tank that discharges <br />to a subsurface leach field. These facilities have been described in previous <br />rationales. <br />
