INTRODUCTION <br />• Haul Road D construction was initiated in August 1999 in preparation for coal haulage from the Yoast <br />Mine. The road was actually completed in the summer of 2000 following some rework that was done <br />on two stretches of the road. Additional cut was done on the first 600 feet of the road and the <br />outslope of the road above Pond 012 was reworked based on the landslide that occurred in March <br />2000. All salvageable topsoil was removed from the disturbance areas and either stockpiled, or <br />windrowed and replaced upon completion of the final road slopes. As-built culvert summaries are <br />contained on Exhibit 13-16. This certification covers approximately 5,000 feet (1.0 miles) of Haul <br />Road D from Station 0+00 to 50+00. <br />CONSTRUCTION SUMMARY <br />In accordance with Rule 4, Part 4.03.1 111 Idl of the Rules and Regulations of the Colorado Mined Land <br />Reclamation Board pursuant to the Colorado Surface Coal Mining Reclamation Act 34-33-101 et. seq., <br />I, Michael G. Altavilla, hereby certify that the construction of Haul Road D was inspected by myself. I, <br />Michael G. Altavilla, am a 1984 graduate in mining engineering and I have been a Registered <br />Professional Engineer in Colorado since 1992. I visited the site on numerous occasions during the <br />construction period. <br />I visited the construction site on a weekly basis over the entire length of the project. Activities which <br />were observed during these weekly inspections included topsoil removal, the placement of fill and base <br />materials according to the approved design and specifications, as well as the installation of the <br />appropriate culverts. All activities were conducted in accordance with prudent state-of-the-art earthen <br />construction methodologies. <br />The purpose of my inspections and certification was to ensure proper construction of Haul Road D and <br />to satisfy the requirements of Rule 4.03.1 1111d) of the Colorado Mine Land Reclamation Division. <br />To the best of my knowledge, based upon my professional expertise and to the extent possible, this <br />haul road at the Yoast Mine was constructed with prudent state-of-the-art earthen construction. <br />Further, the structure was constructed in compliance with the approved design, to the extent possible, <br />as specified in Tab 13 of the approved permit. Drainage control is provided by the appropriate culverts <br />and ditches. <br /> <br />Revised 06/01 <br />
