The use of surface water for irrigation does not <br />occithe fiddle Fork or Davis Gulch drainages since no <br />irrid agriculture land existed or exists today. <br />RE C OMME NDAT I01 <br />Exxon haslsidered the possible stream classifications with due <br />consideration 6ect~ons 2.16, 3.1.13, and 3.1.16 of the Regulations <br />Establishing Ea S~ndards and an Antidegradation Standard and <br />Establishing a ateafor Classifying State Waters, for Assigning <br />Standards and fcGrating Temporary Ptodifications. <br />Exxon has ago uilized the following guidelines in developing its <br />recommended classifi~ions and water quality standards: <br />1• Upstream claifications must not jeopardize downstream <br />class ifl.catLs or actual uses. <br />Z• Classificatiis must protect all current classified and actual <br />uses. <br />3• Classificatiis should be for the highest water quality <br />attainable. lttainability is to be judged by whether or not <br />the use clarification can be attained in approximately twenty <br />(20) years b any recognized control techniques that are <br />environmentaly, economically, and socially acceptable as <br />determined b the Commission after public hearings. <br />4. Non-chemicalquality parameters such as flow and stream bed <br />conditions ate valid quality concerns. <br />With consideration to the above guidelines Exxon recommends the <br />following stream use classifications for the Middle Fork and Davis <br />Gulch drainages of Parachute Creek: <br />LOWER MIDDLE FORK <br />Middle Fork from its confluence with Parachute Creek upstream <br />1.75 miles to the Exxon Colony property line should be Agri- <br />culture, and Cold Water Aquatic Class 2. <br />iii <br />
