STORMWATER MANAGEMENT PLAN -ACTIVE MINES (cont.) <br />Area Subject to Effluent Limitations Guidelines <br />Each plan shall describe the portion of the mining site which contributes runoff u <br />limitations guidelines contained in 40 CFR subchapter N. <br />Site Mao <br />Each plan shall provide a site map or maps which indit:ate at a minimum: <br />- mining/mill'mg site boundaries and access and haul roads; <br />- equipment storage, fueling and maintenance azeas; <br />- materials handling azeas; <br />- azeas used for storage of overburden, materials, soils or wastes; <br />- azeas used for outdoor manufacturing, storage or disposal of materials; <br />- location of mine drainage or any other process water; <br />- tailings piles/ponds, both new and pre{xisting; <br />- mine drainage or any other process water discharge points; <br />- springs, streams, wetlands and other surface waters; and <br />- boundary of area that contributes runoff to outfalls that aze subject to e <br />For those azeas outside of the area thaz contributes runoff to outfalls that aze <br />guidelines: <br />- an estimate of the direction(s) of surface flow; <br />- stormwa[er outfalls and an outline of the drainage azea of each stormwater <br />- each existing stmctural control measure to reduce pollutants in stormwater <br />- the lacazion of impervious structures (e.g. pazking lots, roofs, etc.) <br />Stormwater Management Controls <br />subject to effluent <br />limitations guidelines. <br />to effluent limitations <br />and <br />Each mining operation certified under by this permit shall develop a description of stormwater quality controls <br />appropriate for that site, and implement such controls. The appropriazrness and prioritize of controls in the plan <br />shall reflect identified potential sources of pollutants at the mining site. The description of stormwater quality <br />controls shall address the following minimum components, including a schedule foi implementing such controls: <br />a. SWMP Administrator -The SWMP shall identify a specific individual or individuals within the mining <br />organization who is responsible for developing the SWMP and assisting the mute operator in its implementation, <br />maintenance, and revision. The activities and responsibilities of the administrator shall address all aspec[s of <br />the facility's SWMP. <br />b. Identification of Potential Pollutant Sources and Best Management Practices -The SWMP shall identify <br />potential sources of pollutants at the site, and assess the potential of these sourcrs to contribute pollutants to <br />stormwater dischazges associated with mining activities. The SWMP must also describe appropria[e Best <br />Management Practices (BMPs) to reduce the potential of these sources [o contribute pollutants to s[ormwater <br />dischazges. At a minimum, each of the following shall be evaluated for the reasonable potential for contributing <br />pollutants to runoff: <br />- loading and unloading operations; <br />- outdoor smrage of chemicals or equipment; <br />- outdoor milling or processing activities; <br />- historic mine drainage; <br />- tailings ponds; <br />- crushing facilities or significant dus[ and paniculate generating activities; <br />- on-site waste disposal practices; and <br />- stockpiles of overburden, raw material, intermediate products, byproducts, finished products or waste <br />products. <br />
