r

~~

LJ

report. Cross sections derived from the grading plan and 7'! minute topographic map depict exposed
pit surfaces with viewing angles from offsite locations and are included within the Appendix as
Exhibit B. A Visibility Site Plan is included in Figure 1.5 to illustrate a plan view of the surrounding
area in which the proposed site can be generally viewed due m topography alone but should not be
interpreted as an illustration of visually impacted azeas. The foam core model and the computer
enhanced photography will provide the evidence of visual impact
Visibility from homes m the west and south is no[ possible due to the terrain. The ridges and hillsides
facing Green Mountain Ranch and the Air Fome Academy will remain
The disturbed area of the site and the subsequent reclaimed area will be visible only in profde from
the north. Exhibit B within the Appendix is a 1"=100' topographic map of the proposed site
delineated on existing conmurs in which the following referenced terrain features are shown. Ridge A
on the northwest side of the site will not be graded. The hillside southeast of this ridge (ridge B) will
be preserved, although the mp will be lowered. Thus the profde of ridge B will be shorter, but the
hillside vegetation and contours will remain unmuched. For most locations from the north, these are
the only ridges visible on site. Ridge C will disappeaz. Ridge D, above and south of the access road
will be preserved and this hillside will dominate views aver Ridge B. The resulting bowl or final pit
floor will be shielded from views from the north. Phasing of the gravel pit is scheduled to move from
southwest to north and then east. This schedule preserves undisturbed views from the north,
throughout the life of mine.
Visibility from the east and northeast is possible due to increasing natural slope to the west. Two
knolls at the east end of Ridge C and Ridge B will limit these views and offer mpographic variety.
The proposed mining sequence will screen the excavation work from an easterly view point during the
initial two phases. This intentional screening will be accomplished by mining the site in 3 segments
beginning a[ the upper end and most southwesterly portion of the site.
The primary transportation corridor is I-25 approximately 6000 fee[ east of the site. Views from south
of the Baptist Road Interchange are limited by long distances, oblique viewing angles. on-site ridges
and the topography adjacent to the interstate. The gravel pit will be visible, but the views will be
limited and fleeting. Further north on I-25 the views will be more significant. Mitigating issues
include the preserved hillsides on site, the dominance of the mountains in the background and the
limited disturbed areas in each phase. All views will be perpendiculaz m the roadway.
Other transportation corridors include the Old Denver Road and Baptist Road. Old Denver Road runs
north from Baptist Road approximately 5000 feet east of the site and offers alternate egress-ingress
from Monument. This road is screened from the site, north of Baptist Road by a hogback. Funher
north, the sire is visible from the northeast. Baptist Road is adjacent to the site to the east and south
The site is not visible from Baptist Road to the south. Baptists Road heads directly toward the site
from the eas[. Eastbound travelers would face the site directly along most of the road. The phasing
and hillside preservation plans will limit the impact of these views.
The primary visual impacts will be for traveler on adjacent roads, westbound Baptist Road (west of I-
25), southbound I-25 and southbound Old Denver Road . Minor visual impacts are possible to north
and east. These impacts will not be significant due to the grading plan, phasing ,vegetation colors,
dominance of Rampart Range in the background and viewing distances. Viewers will likely only be
P-3
