' QVTRODUCTION <br />This application requests a permit for mining gravel on 14 acres located on Section 34, Township 11 <br />South, Range 67 West, in II Paso County. The petitioners, Raymond and Robert Dellacrttce, own 722 <br />acres surrounding the proposed gravel pit which is located on Baptist Road a mile west of I-25. This <br />application describes the scope of the project, the impact on surrounding areas and plans for <br />reclamation of the site. <br />The proposed gravel pit is adjacent and below (east of) a previously reclaimed gravel pit The <br />proposed pit will start az the east end on the old pit, mining marerials downward and eastward. <br />Preservation of surrounding hillsides and the phasing plan will minimize visual impacts. The proposal <br />' includes mitigation of dust, noise, sediment, visual and safety impacts. All impacted land will be <br />regraded with undulating contours and reclaimed with native vegetation. A revised access route from <br />the pit area to Baptist Road will reduce traffic safety concerns. The pit should offer residents of the <br />1 region an average yearly yield of 75,000 tons of high quality gravel. The development of [Iris <br />resource will lower the cost of gravel in the region and increase highway safety by reducing travel <br />distances. <br />' Figure 1.1 depicts the region around the site. There is a single residence belonging to the applicant <br />approximately 1500 feet northeast of the site on Baptist Road. All other existing residences are az <br />least 1 mile from the site. The 722 acre tract on which the site is located is zoned for rural residential <br />t subdivision (RR-3). Separate from this application, the applicant is petitioning to rezone the 722 acre <br />parcel for an agricultural use (A-35). Green Mountain Ranch Estates and Creek Heights are two other <br />rural residential zones, approximately one mile west of the site. The U.S. Air Foree Academy <br />reservation bounds the 722 acre tract on the south side. The Academy's main campus is two miles to <br />the south. <br />' To the east is I-25 with Regency Park (undeveloped), Chaparral Hills and Gleneagle two to three miles <br />east of the site. Several isolated buildings are located between the property and I-25 including the <br />Total gas station and NAVSYS Corporation (formerly Woodcarver's Museum). To the north, Forest <br />' Lakes has numerous vacant, single family lots and two surface water impoundment features. North of <br />Forest Lakes is Pine Hills (developed large lots) and the Tri-Lakes communities of Monument, <br />Woodmoor and Palmer Lake. <br />1 <br /> <br /> <br /> <br /> <br /> <br />Access to the 722 acre tract is from the east on Baptist Road using I-25. This road intersects Old <br />Denver Road, the Denver 8t Rio Grande Western Railroad and Montment Creek. The bridge over <br />Monumen[ Creek is inadequate and is scheduled m be replaced in September 1993. Baptist Road <br />narrows from a 60 foot ROW to 18 feet near the applicant's residence. Baptist Road continues <br />westward, offering access to Green Mountain Ranch. <br />Figure 1.2 provides a USGS 7rfz minute topographic map illustrating the proposed site area along with <br />prominent natural and man-made features. The region slopes uniformly north to south, with steeper <br />slopes to the east in Black Forest, and to the west, very steep mountains of the Rampart Range. <br />Extending eastward from the mountains are a series of fingers (steep narrow ridges). The site is <br />located on one of these fingers with an elevation between 6900 and 7000 feet Generally, Pine Hills, <br />Monument, Green Mountain Ranch and upper Gleneagle are located at the same elevation as the <br />proposed site, while I-25 to the east, and Foxes[ Lakes are lower. <br />P-1 <br /> <br />
