Response
The area to he mined on lease application area C-27103 lies
below the o-rater table estaplished by the North Fork of the
Gunnison River. Because or its position belov+ the o-rater table,
• the area to be mined ~+as ~•+a ter saturated and anaerobic before
mining began. As stated in the TE/EA, the mine workings will
flood with t•+ater after mining is completed, and anaerobic con-
ditions. will be reestablished. t9ining is not predicted to
cause a shift from anaerobic to aerobic conditions and, there-
fore, there should not be a significant change in water quali-
ty.
The discussion in the TE/EA was reviewed t•rith "!. J. Y.ing, 4later
Resources Division, USGS. He knew cf no data that ti•+ould con-
tradict the conclusior•s reached in the TE/EA. If other infor-
mation is available, the conclusions reached in the TE/EA
should be reviewed and possibly revised.
Comment
SH 133 is being recommended for relocation in the area of
4Jestern Slope Carbon Leases and will cress Lease D-02921 (4JSC)
's south of the IJorth fork of the Gunnison and 4JSC er,isting west
` mine portal. Therefore, the statements near the end of the
• chapter concerning SH 133 and its affect on these leases needs
to be reevaluated znd upda±ed. Relocated SH 133 will afr`ect
``° these leases.
Response
_. As noted in the TE/EA, the proposed action will not affect the
production or employment levels of the Hawksnest Mine. There-
` fore, it will not affect coal truck or employee traffic on
State High~ray (SH) 133 nor will the proposed action affect the
relocation of SH 733.
It is probable, however, the ongoing mining operation at the
Hawksnest Mine will affect and will be affected by the SH 133
and its relocation.
Comment
The TE/E.A does net recognize that the entire impact of coal
train traffic originating in tne.Nortii Fork Valley is felt in
the Grand Junction area.
•~
~.
