USGS discussion of Maximum Economic Recovery for lease appli- <br />cation C-27432 should be incorporated into the discussion as it <br />,. reflects a slightly more detailed discussion of ultimate recovery <br />by longwall techniques on the bottom half of the seam". <br />Response <br />As noted in the Background section of Chapter 1, the proposed <br />action and impact analysis were developed from plans submitted <br />by the applicant to mine the tract. Neither the shori-term <br />lease application (C-27432) nor the applicant's approved mining <br />plan for their private and federal coal reserves indicate that <br />longwall mining methods would be used to recover coal lying in <br />the bottom half of the D seam on this tract.
