There o-rould be no surface effects free the proposal <br />mining operation to the right-of-gray or buffer zone. -The <br />criterion is, therefore, not applicable. <br />Criterion No. 4 -- 4ilderness Study Areas <br />Analysis: These federal lands have not been designated as in a <br />~rildcrness study area. However, the BLF1 wilderness <br />inventor; for the general area gill not be completed until <br />October 1979. Therefore, as required ir, the criterion, the <br />~:ilderness characteristics of the federal lands trill be <br />considered in the technical examination/environmental . <br />assessment. If the area is found to have ;rilderness <br />characteristics, these federal lands will then be <br />considered unsuitable for surface coal mining operations. <br />• <br />Criterion I;o. 5 -- Scenic Areas <br />Analysis: These federal lands have L•een designated as Class II <br />areas cf high visual sensitivity) by a visual resource <br />management (VR;•i) analysis. The only _urface facilities <br />proposed for the federal lands is an intake ventilation <br />shaft which, unless properly miticated, ~;;ould di~rinish the <br />scenic quality of the federal lands. The criterion, <br />therefore, is applicable. <br />Exception: It is possible, through the use of vegetative <br />screenings and other techniques, to mitigate the visual <br />impacts cf the proposed ventilation shaft. These <br />mitigating measures mould reduce the impact of the <br />ventilation shaft to arithin the establisher limits for <br />visual i~„pacts r,'hich are permissible in Class II areas. <br />The criterion, therefore, is applicable but an exception <br />also applies. In conclusion, the federal lards are not <br />unsuitable. <br />Criterion No. 6 -- Lands Used for Scientific Study <br />Analysis: Examination of the i~~aster Title Plat (I~TP) for <br />T. 13 S., R. 90 k'., 6th P.ii., does not indicate that any <br />scientific studies have been permitted by BLid for these <br />federal lands. <br />:• <br />
