`- _. <br />EXHIBTT E <br />Water <br />Measures taken to minimize disturbance to the prevailing hydrologic balance of affected land, <br />for quantity and quality, will include: <br />a) Compliance with all applicable Colorado water laws. <br />b) Compliance with all applicable federal and Colorado water quality laws and regulations. <br />c) Comphance with all applicable federal and Colorado dredge and fill requirements (Army <br />Corps ofEngineers clearance pending). <br />d) Removal and backfill of any sediment or siltation structures created for use in <br />conjunction with mining activities associated with this permit application. <br />Spoil piles (including topsoil, subsoil and overburden) remaining undisturbed longer than one <br />growing season will be seeded with fast-growing mix to minimize erosion. <br />Groundwater <br />The pit will be dewatered during the mining process. A thorough groundwater study of the site ' <br />has been completed to assess any impacts such activities would have on the groundwater regime <br />in the area. Mitigation efforts will be included in the mining and reclamation plan as needed to .. <br />prevent any significant negative impacts. Dewatering operations, when needed, will pump water <br />into existing reservoirs or the Cache La Poudre River, after appropriate siltation and sediment <br />settling has occurred. This will be under the direction of any necessary NPDES permits. <br />Groundwater is currently being monitored at the site from a number of test wells in the <br />immediate vicinity of the site. Base data has been collected for some time. This information <br />was used to construct the groundwater model, and will be used to assess any impacts of the <br />proposed operation. A groundwater monitoring protocol has been developed and will be used to <br />provide baseline data as well as assess any impacts to area groundwater levels. <br />Wildlife <br />Exhibit H provides a more complete discussion. In summary, the Reclamation Plan attempts to <br />create habitat more suited to wildlife than current conditions. Although little habitat currently <br />exists within the permit azea, the safety and protection of wildlife will betaken into account <br />while mining and reclamation activities are occurring. <br />Since current conditions consist of cultivated monoculture crops, few wildlife impacts aze <br />expected. After reclamation is complete, it is expected that more wildlife will inhabit the area <br />than under current conditions. The Colorado Division of Wildlife has reviewed an initial <br />submittal of the proposed operation. The DOW found that some wildlife will likely be displaced <br />by mining activities but generally will be able to disperse to surrounding properties. <br />Toosoilin¢ <br />Native topsoil, subsoil, and overburden will be stockpiled for reclamation at locations described <br />in Exhibit D-Mining Plan.
