GOLD BILL VENTURES
P.O. Box 1523
Longmont, Colorado 80501
September 23, 1985
Mr. Peter Y. O'Connor
Reclamation Specialist
Mined Land Reclamation Division
1313 Sherman Street
Denver, CO 60203
RE: CASH MINE AMENDMENT -PERMIT NO. M83-141
Dear Mr. O'Connor:
~~~~~~~~
SEP2~~~~~~
MINED LAND
RECLAMATION DIVISION'
This letter is in response to the concerns that you raised in your letter
of September 16, 1985, regarding our Application [or an Amendment to
the Cash Mine Limited Impact Permit.
Tailin¢s Reclamation
1. ]n order to revegetate the tailings retention structure in a manner
that will establish a diverse, effective, and long-lasting vegetative
cover on the land surface affected by the impoundment of the mill
tailings, a rock capillarv barrier will be placed between the tailings
and the topsoil medium. This rock barrier will be placed on the
three sloping sides of the tailings embankment and the relatively
flat surface of the former tailings pond. The minimum depth of this
rock capillary barrier will be two feet. [t will be obtained from the
mine dump sorting and upgrading operations at the Cash and Who
Do mines, end the shaft sinking and underground exploration and
development work at the Who Do mine. The waste rock from these
operations will consist of unmineralized, unaltered granite and
schist with lesser amounts of aplite and pegmatite. About 60 per-
cent of this rock capillary material will be 3 inches or smaller in
size, while 30 percent will be between 3 inches and 6 inches, and
only 10 percent will be very coarse material that will range up to
15 inches in size. This size range will help achieve an effective
capillary barrier that will inhibit the upward migration of contami-
nants from the underlying mi^ tailings. So that this waste rock will
be readily available for use in reclaiming the tailings impoundment
structure, it will be segregated and placed near the existing lower
access roads that serve the Cash and Who Do mines. A small
front-end loader and dump truck will be used to load and transport
this waste rock to the tailings retention area. In order to install a
minimum two foot rock capillary barrier between the mill tailings
and the topsoil medium, it will be necessary to haul approximately
11,500 tons of waste rock from the Cash and Who Do mines.
