Spill Prevention and Response Procedures -Areas where potential spills can occur, end their accompanying <br />drainage points, shall be identified clearly in the SWMP. Procedures for cleaning up spills shall be identified in the <br />plan end made available m the appropriate personnel. - <br />vi. Best Management Practices -The SWMP shall contain a narrative description of dre appropriate Stormwater <br />management practices for the Fagle Mine Complex. Based oa an assessment of the potenti:tl of various sources at the <br />site to contribute pollutants to Stormwater discharges associated with mining operation, the plan shall provide <br />estimated dates of compliance for when the measures determined to be reasonable and appropriate shall be <br />implemented and maintained. Any existing controls should also be discussed. The description of the BMPs shall <br />include: <br />(a) Stormwater diversion: Describe how and where Stormwater will be diverted away from material handling and <br />storage areas to prevent Stormwater contamination. <br />(b) Materials handling and spill prevention: Where materials can impact Stormwater runoff, practices that reduce <br />the potential for contamination shall be described and implemented. <br />(c) Sediment and erosion prevention: Describe practices that will be used to reduce erosion and prevent sediment <br />delivery to State waters. <br />vii. Employee Education -The SWMP shall include an employee education program to inform personnel at all levels of <br />responsibility of the components and goals of the SWMP. Education should address topics such as spill response, <br />good housekeeping and material managemept practices. The SWMP shall identify periodic dates for such instruction. <br />viii. Testing for Non-Stormwater -The SWMP shall include certification that the discharges have been tested or <br />evaluated for the presence of non-Stormwater discharges such as mine drainage, contaminab~ springs, sanitary waste, <br />or process water of any kind. The certification shall include a description of the results of any test for the presence of <br />non-Stormwater dischazges, the method(s) used, the date of any testing, and the on-site drainage points that were <br />directly observed during the test. If the cerificatioa is based solely on interpretation of the regulations, a justification <br />of this interpretation must be included. <br />f) Comprehensive Inspection. The SWMP shall identify qualified personnel who shall inspect desi;nated equipment and mine <br />areas at appropriate intervals specified in the plan (at least twice a year, in the spring and fall). <br />g) Recordkceoine and Internal Reportine Procedures. The SWMP shall identify procedures for recordkceping and internal <br />reporting. <br />h) Consistency with Other Plans and Availability. The SWMP may reflect requirements for Spill Prevention Control and <br />Countermeasure (SPCC) plans under section 311 of the CWA, or Best Management Practices (E;MPs) Programs otherwise <br />required by a CDPS permit, and may incorporate any part of such plans into the SWMP by reference. The SWMP may <br />rely upon information developed for other similar pollution control programs, including the Mined land Reclamation Plan. <br />Appropriate portions of these other plans may be incorporated in the SWMP by reference, as long as a complete SWMP <br />can be reproduced and submitted to Ute requesting agency within dre time frame specified in the request. Those portions <br />of the referenced documents must be included in the submittal. The complete SWMP must also be readily available to an <br />on-site inspector. <br />
