PERMIT, PART I <br />Page 1 i of 13 <br />Permit No. CO-0034142 <br />C. STORMWATER REQUIREMENTS <br />1. General Limitations <br />a) Stormwater which mixes with process water or mine drainage is subject to effluent limitation guidelines. <br />b) Stormwater discharges from active or inactive mining operations activities shall pot cause or threaten to cause <br />pollution, contamination or degradation of State waters. <br />c) Bulk storage structures for petroleum products and other chemicals shall Gave adequate protxtion so as to contain all <br />spills and prevent any spilled material from entering Satc waters. <br />2. Stormwater Management Plan -Contents and Requirements <br />A Stormwater Management Plan (SWMP) shall be developed and kept current for the portions of the Eagle Mine Complex <br />that are covered by this section of the permit. The SWMP shall include the following items, at a minimum: <br />a) Descrptioo of Minin¢ Activities. The plan shall provide a narrative description of the mining and associated <br />activities taking place at the Eagle Mine Complex, or having taken place in the past, which affect or may affect <br />Stormwater runoff intended to be covered by this permit. The narrative description shall report the total acreage <br />within the mine site and an estimate of the number of acres of disturbed area. <br />b) Area Subject to Effluent Limitations Guidelines. The SWMP shall describe the portions of the site which contribute <br />runoff to areas subject to effluent limitations guidelines contained in 40 CFR subchapter N. <br />c) Site Mao. The plan shall provide a site map or maps which indicate the following information, at a minimum. <br />For Ute entire area: <br />- mining/milling site boundaries and access and haul roads; <br />- equipment storage, fueling and maintenance areas; <br />- materials handling areas; <br />- areas used for storage of overburden, materials, soils or wastes; <br />- areas used for outdoor manufacturing, storage or disposal of materials; <br />- location of mine drainage or any other process water; <br />- tailings piles/ponds, both new and pre-existing; <br />- mine drainage or any other process water discharge points; <br />- springs, streams, wetlands and other surface waters; and <br />- boundaries of areas that contribute runoff to outfalls that are subject to effluent limitations guidelines. <br />For those areas outside of the areas that contribute runoff to outfalls that are subject to effluent limitations guidelines: <br />- an estimate of the direction(s) of flow; <br />- Stormwater outfalls and an outline of the drainage area of each Stormwater outfalls <br />- each existing structural control measure to reduce pollutants in Stormwater runoff; and <br />- the location of impervious structures (e.g. parking lots, roofs, etc.) <br />d) Description of Potential Pollutant Sources/Material Inventory. The plan shall provide a descrption of potential <br />sources which may reasonably be expected to add pollutants to Stormwater discharges. The plan shall identify all <br />activities and materials which may potentially be pollutant sources. This description of sources should agree with <br />sources identified on the site map.
