Boyd <br />Page 2 <br />September 13, 1990 <br /> <br />The original of Map No. 1 does not reproduce well and clear definition of <br />the 100 year floodplain delineation is not possible, however, the National <br />Flood Insurance map correlates very well with this map. The original Map <br />No. 1 is from FEMA, Flood hazard Information of the Colorado River and <br />Tributaries, dated November 1976, Sheet 386, Ptate 42. <br />The Mesa County Floodplain Administrator also used Map No. 1 as part of <br />their sources in evaluating our Floodplain Permit application. <br />With regard to the studies that were made by United Companies to determine <br />the 100 year floodplain, we defer to the 1976 Army Corps of Engineers <br />study as recognized by FEMA and the Mesa County Floodplain Administration <br />evaluation that was done in the process of issuing the Floodplain Permit, <br />of which you have already received a copy (July 16, 1990). <br />Again, regarding the issue of the integrity of the riverbank and the <br />potential for flooding of this bank, we have submitted our plan to you as <br />a result of advice from the Mesa County Floodplain Administrator, Jacklynn <br />Gould, P.E. The measures that were detailed are those that are believed <br />by Mesa County Engineering to be the appropriate measures. <br />There have actually been three areas identified by Mesa County Engineering <br />that need reinforcement. These sections are identified in the Floodplain <br />Permit Submittal Site Plan Map. <br />The Floodplain Administrator's primary method of bank protection is that <br />of soil stabilization. The floodplain permit required a dense planting of <br />trees along the riverbank, and reserves the right to require further <br />vegetation soil stabilization. <br />If you would like further comment from Mesa County on their position <br />regarding the Floodplain Permit that was issued to United Companies, <br />specifically those regarding the location of the 100 year floodplain <br />delineation, please call Joe Croker, Engineering Supervisor at (303) 244- <br />1815 or Jacklynn Gould, P.E., Staff Engineer at (303) 244-1813. <br />Additionally, a more recent study has been done for FEMA by J.F. Sato and <br />Associates of Littleton, Colorado. This latest study dated 1989-1990, is <br />at this point preliminary and has not officially been accepted by FEMA <br />until complete verification can be done. <br />However, assuming that the Sato study is valid, the floodplain elevations <br />in the subject area have been lowered by 2 to 3 feet. <br />United Companies of Mesa County, Inc. <br />
