Wolf Creek seam. If this occurs the hole will be cemented from the Wolf Creek seam back to the bottom of the <br />_ Wadge. After completion of drilling a 2" well will be conswcted in the boring. The construction will be the same <br />• as described above. A completion diagram will be forwarded to the MLRD upon the conclusion of the <br />construction of the well. <br />The pad for the monitoring well will be of the same construction as used for the development drill holes. <br />However, a portion of the pad will be constructed on the road thus minimizing the amount of disturbance <br />associated with installing this well. <br />Monitor Well 95M001 <br />Access to the drill site will be on an existing ranch road. The drill site will be adjacent to the road. <br />The drill pad was approximately 50' x 100'. Topsoil was stripped from the pad area and stockpiled adjacent to the <br />pad. After topsoil was salvaged from the site, the site was leveled as necessary and mud pits were dug within the <br />boundary of the site. The material excavated from the pits was placed adjacent to the pit within the boundary of <br />the site. After drilling ceases the pits, once suitably dry, was backfilled with material excavated from them. A <br />trash pit was dug on the site, or an existing mud pit was used to collect trash, such as paper, cans, cardboard, etc. <br />No oily wastes were placed in the pit. The trash pit was backfilled when it is no longer needed. <br />The drill hole was approximately 1500 feet in depth and has a nominal diameter of 8 inches. The hole was drilled <br />with either air, water, foam, mist or any combination of the various circulation media. Any water arising from the <br />drilling containing cuttings passed through the mud pits before being discharged from the site. A secondary <br />sediment containment system of hay bales or silt fence was used to treat any discharge from the site during <br />drilling. The hole was completed with 2 inch steel casing. An inflatable packer was placed above the Trout Creek <br />• sandstone and the hole was grouted to the surface. <br />(h) A description of steps to be taken to oomph kith the requirements of the Clean <br />Air Act (42 U.S.C. Sec. 7=101 et seq.). the Clean Water Act (33 U.S.C. Sec. 122 c[ seii.). and other auplicahlc air <br />and water qualih- laws and re~,ulations and health and sateh standards, or a conv of an apnrovcd nermit or <br />auplication for a nermit. <br />RESPONSE <br />TCC will continue to operate in accordance with air quality emission permits issued by CDOH-APCD. Fugitive <br />dust control measures are employed as an integral part ofthe mining and reclamation operations. Compliance with <br />the air quality permits serves to effect compliance with the Federal Clean Air Act and the Colorado Air Quality <br />Control Ac[. Air pollution control measures are discussed in greater detail under Rule 2.05.6(1), and a copy of the <br />Air Quality Emission Permits issued for the Foidel Creek Mine are presented in Exhibit 29, Emission Permits. <br />TCC will indirectly abide by the requirements of National Pollutant Discharge Elimination System (NPDES) <br />Permit CO-0027154 issued by CDOH-WQCD. CYCC is presently responsible for meeting the effluent limitation <br />standards mandated by this NPDES permit. CYCC will maintain responsibility for the permit until effluent <br />control of the surface drainage entering the shared sedimentation ponds from their property is no longer required. <br />At that time, the permit will be transferred to TCC, if necessary. Twentymile Coal Company is directly <br />responsible for NPDES Permits No. CO-0036684 and CO-0042161. Permit No. CO-0036684 establishes the <br />effluent limitations for the Fish Creek Tipple. Permit No. CO-0042161 governs flow at the Fish Creek Dewatering <br />Facility. The dewatering facility permit, issued in July of 1989, establishes effluent limitations for mine discharge <br />only; surface flow does not enter the impoundment structure. <br />APPR®VED ~~~ n s 2000 <br />TR 99-32 2.05-122 9/27/99 <br />
