The revegetation success of cropland will be determined by employing anon-reference area standard. This <br />standard is obtained from Routt County Historical Cropland Statistics, Table 1, for hay crop production. The <br />average yield for alfalfa and other hay crops is 1.6 tons/acre. <br />Production data will be collected from revegetat croplan tracts for the last two consecutive growing seasons of <br />the extended liability period. <br />Revegetation shall be deemed successful when the production of the cropland tract is at least 90% of the production <br />of the Routt County standard with 90% statistical confidence. <br />Premining land use for areas currently reclaimed did not include industrial or residential use; therefore, the <br />requirements of Rule 4.15.10, Previously Mined Land, are not applicable to the permit application using procedures <br />previously approved by CMLRD and OSM. <br />Soil TestioQ Plan <br />In order to assure that the reapplied topsoil will support the proposed postmine land uses, a soil sampling program <br />will be implemented. Composite samples will be taken from the reapplied topsoil areas and will be analyzed for <br />nitrate nitrogen, phosphorus and potassium. If the need for fertilizer or soil amendments is indicated by the soil <br />analysis, they will be applied as needed according to the rates recommended by the Guide to Fertilizer <br />Recommendations in Colorado, Colorado State University, Cooperative Extension Service. <br />Details involving the reclamation plan of the Fish Creek Tipple are delineated within the Fish Creek <br />Tipple/I.oadout Appendix in Volume VII, pages 2.05-38 through 2.05-55. <br />• (f) A description of measures to be employed to ensure that all debris, acid-forming <br />and toxic-forming materials constituting a fire hazard are disposed of in accordance with 4.11.4 and 4.14.3 and a <br />description of the contingency plans which have been developed to preclude sustained combustion of such <br />materials: <br />RESPONSE <br />No acid-forming or toxic-forming materials exist within the overburden, soil, or coal seam to be mined, or at the <br />Fish Creek Tipple, at levels, which could adversely affect the reclamation activities presented in this permit <br />revision application. A detailed description of the chemical characteristics of all of these materials is presented <br />under Rules 2.04.6 and 2.04.9. <br />Flammable liquids, such as oil and fuel, are protected from spilling into adjacent areas by earthen or metal <br />structures surrounding each oil tank. Used grease and oil generated during the mining operations proposed herein <br />will be collected and removed from the site by a commercial disposal collector. All garbage is collected in <br />dumpsters and transported offsite by a local contractor. Also, TCC utilizes a used oil burner to heat the warehouse, <br />which minimizes the amount of used oil removed from the site. <br />Mobile equipment is provided with portable fire extinguishers.
