~~ ~•
COLORADO DEPARTMENT OF H TH, Water Quality Control Division
Rationale - Page 7. Permit No. GO-0024562.
B. Compliance with Terms and Conditions of Previos Permit (continued)
In early 1488, the permittee had a series of silver violations. An
analysis of the lab acid found nitric acid used for total silver
sample analysis to be contaminated. Once the problem was confirmed
and a change in acid made, the significant silver violations ceased.
Sporadic silver violations unrelated to this incident are limited to
silver values close to the detection limit of 0.0002 mg/1 and did not
exceed the widely accepted quantification level of 0.0005 mg/1.
VI. TERMS AND CONDITIONS OF PERMIT
A. Effluent Limitations
In developing suitable effluent limitations, the Division must review
all applicable standards and regulations and apply that which is more
stringent. This review includes, but is not limited to, the water
quality standard based effluent limitations, federal guidelines and
standards (40 CFR Subchapter N) and State Effluent Regulations
(10.1.0). Such a review has been done for this facility. The
following limits will apply for discharge points 001 and 002 and are
discussed below.
Table VI-1 -- Effluent Limits for discharge flows less than 2.58 MGD - no
active mining or exploration.
Parameter Limit Rationale
Flow, MGD 2.58 Design
TSS, mg/1 30/45 b/ State Effluent Regulations
pH, s.u. 6.5-9.0 d/ Water Quality Standards
Oil and Grease, mg/1 10 c/ State Effluent Regulations
Potentially Dissolved
Silver, mg/1 0.0008/0.0212 e/ Water Quality Standards
Potentially Dissolved
Zinc, mg/1 0.13011.00 e/ Water Quality Standards
Potentially Dissolved
Lead, mg/1 0.030/0.920 e/ Water Quality Standards
Potentially Dissolved
Copper, mg/1 0.059/0.098 e/ Water Quality Standards
Whole Effluent Toxicity, Acute
through March 31, 1995 Report c1 State Permit Regulations
beginning April 1, 1995 50%/IWC--37.0% c/ State Pec~it Regulations
Whole Effluent Toxicity, Chronic
through June 30, 1 995 Report c/ State Permit Regulations
a/ 30-Day Average
J 30-Day Average/7-Day Average
~/ Daily Maximum
Minimum-Maximum
e/ 30-Day Average/Daily Maximum
