i <br /> • EXHIBIT E <br /> RECLAMATION PLAN <br /> The mining of this area, with the proximity of the river, will <br /> produce a lake of approximately 31 .7 acres. All areas of <br /> disturbance above the water line of the remanent lake will be <br /> topeoiled and planted to return those areas to agricultural <br /> (grazing) use which is compatible with the existing cu rent use of <br /> this and adjacent lands. Reclamation will encompass a 1 roads <br /> within the permit area. <br /> Reclamation will commence in the permit area as soon as mining has <br /> progressed to the point that continuing operations wou d not <br /> disturb the reclaimed areas either from vehicular traffic or water <br /> action produced by the mining activity. <br /> Two types of areas above the water line of the remains g incised <br /> lake will required reclamation. Those are mining area3 which will <br /> be backfilled with the minus 1 /4 inch material and aff cted areas <br /> outside the mining area. Both types will be reclaimed in the <br /> same manner. They will first be graded, smoothed, and 3carified or <br /> otherwise have compacted areas loosened. Topsoil will then be <br /> spread over the areas to a minimum depth of 12 inches. Prepared <br /> • areas will be mulched and planted in late fall as reco mended by <br /> the Soil Conservation Service. (See Exhibit 12) . <br /> Topsoil handling will be kept to a minimum to minimize losses . <br /> All slope areas will be roughed up prior to placement f topsoil <br /> to eliminate potential slippage planes. <br /> Anticipated topsoil available from the disturbance are is 236 ,000 <br /> c.y. This will result in a topsoil depth of 4 plus feat of soil <br /> available for the 33 .8 acres to be topeoiled . If a shortage of <br /> topsoil should occur, the fines from screening operation would <br /> supplement for some of the topsoil. The majority of topsoil will <br /> be placed in areas of sections 4, 5 and 32 where depth3 will vary <br /> from 2 to 5 feet. The areas in section 33 will average 2 feet in <br /> depth. <br /> The proposed seed mix and planting rates table following this page <br /> will be used. This mix was proposed by the SCS. Seeding will be <br /> done using a seed drill and will occur in late fall to take <br /> advantage of the winter moisture for germination. Livestock <br /> grazing on reclaimed areas will not be permitted until the <br /> vegetation is well established. <br /> Care will be taken during all phases of reclamation to keep all <br /> slopes at or less than 3 ft horizontal to 1 ft vertical. <br /> • <br />
