Denver Brick Company AEE Project E95-7084 <br />Stevens Lease Clay Mine January 8, 7998 <br />Douglas County, Colorado Pape (91 <br />As shown in the land use analysis contained in Section 4.4.5 of this application, existing <br />surrounding land uses are scattered low density rural residential and agricultural uses. The <br />one-mile radius north of Crowfoot Valley road is zoned for no more than one residential unit <br />per 35 acres. <br />Figure 4.4.6-1 illustrates the low density of existing development in the area of the mine. The <br />few residences in the area are located primarily along Lemon Gulch Road, at least one-half <br />mile west of the proposed mine area. It can be concluded that due to the low number of <br />residences in the area and varying topography, public views will not be common at distances <br />of less than one-half mile. Few residents will have a view of the mining operation, and these <br />will be from at least one-half mile. Seven homes identified in the field as potentially having <br />views of the mine area are noted with an asterisk on Figure 4.4.6-1. <br />Crowfoot Valley Road is the only public highway within the one-mile radius. This gravel <br />surface road is classified as a minor arterial by the Douglas County Comprehensive Plan. This <br />is not a heavily travelled road due to the agricultural and low density nature of the immediate <br />area. The mine area will be visible to the relatively low number of travellers at distances of <br />greater than one-half mile driving southwest along Crowfoot Valley Road (Viewpoints 1, 2, <br />and 3 on Figure 4.4.6-1. <br />4.4.7 Noise <br />Potential noise sources include dozer, scraper, front loader, and haul trucks on the mine site. <br />There will be no blasting associated with mining. Noise standards for residential land uses will <br />be met at the property line as discussed in Section 4.11. <br />4.4.8 Ooen Soace, Parks. and Recreation <br />The mine property is not included within any open land opportunities areas as identified by <br />the Parks, Trails and Open Space Master Plan or the Open Land Opportunities Map of the <br />Douglas County Master Plan. The floodplain of Lemon Gulch, southeast of the mine property, <br />is identified as an open land opportunity on the Open Land Opportunities Map. <br />No significant long-term impacts to the Lemon Gulch corridor will be realized. Mitigation of <br />any potential visual impacts affecting the Lemon Gulch floodplain as an open land include: <br />• The mining operation is a temporary, short-term use of the property. <br />• Concurrent reclamation will restore the site to native vegetation and wildlife <br />habitat. <br />• Concurrent reclamation and revegetation of the mine property will eliminate any <br />visual impacts to future users of the Lemon Gulch corridor, if in fact it is <br />preserved in the future as an open land. <br />®AGRA <br />Earth & Environmental <br />
