Two other residences are located one-half mile south of the mine area, and <br />a" 1,000 feet from the mine access road at Crowfoot Valley Raad (on the 16-acre, A-2 parceq. <br />These are naturally buffered from mining operations by a large hill separating the mine access <br />road and view of the mine from the A-2 parcel. One home one-half mile southwest along <br />j Lemon Gulch and a farmhouse one-half mile east have distant views of the mine site, and <br />3 would not be significantly affected by the mine. <br />i The Pinery Planned Development may (at a yet to be determined time) develop with <br />a residences south of Crowfoot Valley Road. This isthree-quarter mile from the proposed mine <br />site. If access to the Pinery is developed along Crowfoot Valley Road at some time in the <br />future, the residential traffic would need to be evaluated in the context of mining related <br />traffic generated at the mine access on Crowfoot Valley Road. Currently, traffic on Crowfoot <br />Valley Road (see Traffic Impact Analysis Report, submitted under separate cover) is very low <br />„ ~ and clay hauling impacts are expected to be minimal. Also, approval of this mine will <br />eliminate the need to haul clay through the Town of Castle Rack, as is currently occurring. <br />t~ ~ Comoatibilitv <br />The mining operation will not conflict with surrounding land uses. Adequate distance from <br />I0 ~ residential uses and natural buffering will serve as mitigation of potential visual, noise or dust <br />impacts. Existing uses of the site and adjacent properties are agricultural/rangeland. Both the <br />I mine and access road are surrounded by rangeland uses and agricultural zoned properties. A <br />` 1 former clay mina is located across Lemon Gulch to the southeast. Adjacent existing land uses <br />are shown on the Mine Plan Map. <br />I~ 4.4.6 Visual Analvsis <br />Visual impact is not expected to be an issue during the proposed mining activity. The area <br />is low density agricultural in nature, and the one public arterial (Crowfoot Valley Road) in the <br />area is, in relative terms, not a heavily traveled highway. Visual exposure will therefore be <br />limited to a low number of residents and travellers on Crowfoot Valley Road, from distances <br />of at least one-half mile. The disturbed mine pit area will not be larger than five to ten acres <br />` at any one time. It is expected that such a small area would not provide a negative impact <br />to the view at the distance of at least one-half mile. <br />A photographic visual impact analysis was performed in December, 1995 to assess visibility <br />of the mine pit area from publicly accessible areas .within the one-mile radius. Two <br />approaches were used: viewing surrounding properties ~:rom the extent of the mine pit; and <br />viewing; and photographing the mine pit area from surrounding publicly accessible properties. <br />Photography utilized a 70mm telephoto lens in order to enhance visible features for clarity (the <br />unaided eye views approximately equivalent to a 50mm telephoto lens).
