EXHIBIT C -Mining Plan <br />a) The mining is expected to begin as soon as possible after a permit is obtained. <br />The operation will be somewhat intermittent, used on an as needed basis, but <br />the estimated pit life will be less than five years, ending in approximately <br />2009. <br />b) There is approximately 6-8" of topsoil which will be stripped, stockpiled, and <br />utilized when the pit is reclaimed. The topsoil stockpile will be oriented so as <br />not to block the flow if the Arikaree were to flood during the course of <br />operation of the pit. <br />c) There would appear to be no waste rock or material at the site. <br />d) Mining is anticipated to a depth of about 10 feet. The mining plan is to stay <br />out of the water table, thus avoiding having to process material in water. <br />e) The pit will be accessed from an existing trail road leading north to U. S. <br />Highway 36. There will be no shop, plant, or other facilities located at the <br />mine site. The equipment used to mine the sand and gravel will be afront-end <br />loader and trucks. That equipment will be serviced off premises. <br />f) There are no existing disturbances to describe at the site. <br />g) The existing trail to the pit is about a quarter of a mile long and 12 feet wide. <br />The trail will be used in its existing state. No improvements are required. <br />h) No water is anticipated in conjunction with the operation. There could be <br />instances when there is flooding in the Arikaree. At those times, mining will <br />simply cease until the flood waters have receded and the pit area is dry again. <br />i) Mining will not go into the groundwater at the site. <br />j) Since no water is to be used, there should be no injury to existing water rights. <br />k) No refuse, acid, or toxic producing materials are anticipated at the site. Other <br />mining enterprises in this part of Washington County have never yielded any <br />such materials. <br />1) The finished pit will be re-seeded. However, periodic flooding of the <br />normally dry Arikaree will more than likely fill up the pit over time, leveling <br />it with the surrounding area as silt and other soil deposits wash downstream. <br />There should be no disturbance to the hydrologic balance. <br />
