• (A) The existence of flood irrigation in the area in question <br />or its historical uses; <br />(B) The capability of an area to be flood irrigated, based on <br />stream-flow water yield, soils, water quality, topography and <br />regional practices; or <br />(C) Subirrigation of the lands in questions, derived from the <br />ground water system of the valley floor. <br />The purpose of this portion of this permit is to examine the potential <br />existence of alluvial valley floors in the areas to be affected by <br />surface operations associated with the Deserado Underground Coal Mine <br />located about IO miles northeast of Rangely, Rio Blanco County, Colorado. <br />• This section is divided into seven parts. First, a general description <br />of the surface operations and site disturbances associated with the <br />Deserado Mine. Next, discussions containing geology, hydrology, land <br />use, vegetation, soils, sub irrigation, topography, and flood irrigabi- <br />lity information of both Red Wash and then Scullion Gulch basins as <br />possible alluvial valley floors are given. A discussion of the White <br />River and the effects of the mining is then included. These will be <br />followed by a conclusions section and a listing of pertinent literature. <br />2.
