Your Exhibit I -Soils <br />Information 2.2 and 2.3 indicate that there is some salvageable soil on 25-33% of <br />these extraction azeas. We also request that you consider placing waste rock such <br />as crusher fines on the benches mixed with whatever soil and overburden that is <br />available to create the best possible plant growth medium. We also request that <br />you work with Chris Kloster of the DOW to develop a revegetation seed mix and <br />planting plan to establish vegetation on the benches beneficial to wildlife. These <br />species should be selected from your Table J-I. Mr. Kloster's phone number is <br />(719) 561-4909. <br />The Division is aware of the problem of the lack of soil/overburden to salvage, <br />and the difficulty of salvaging it. Please feel free to limit this type of reclamation <br />to those areas you feel you may be able to provide a plant growth medium. The <br />Division will take the lack of materials and difficulty into consideration when <br />determining compliance with reclamation standazds and bond release. It would be <br />much more responsible on your part and the Divisions if some attempt is made to <br />revegetate the benches. Please also consider using soil materials borrowed from <br />another location on the ranch property. However, such a location would have to <br />be added to the permit. <br />A complex plan of highwall rubble-ization and varying levels of revegetation <br />has been developed as a way to offer Minerals and Geology Hgghwall habitat <br />for birds and other wildlife and breakup the highwall line effect remaining <br />in the previous proposal. This is presented in Exhibit E. Revegetation will <br />take place at some level greater than the current estimate of 25 - 33% of <br />wildlife habitat in the quarry area. At least the same wildlife habitat will be <br />reinstated upon final reclamation. However, the applicant has committed to <br />test an admixture of fines and topsoil as a growth medium. If successful, 40 - <br />50% or more of the benches and quarry floor will be reclaimed at final <br />reclamation dependent upon fines and topsoil availability. <br />4. If you decide to resubmit your mining plan to show a phased mining operation as <br />you have indicated in discussions, provide a plan or schedule (see Rule - <br />6.4.5(2)(e)) indicating how and when reclamation will be implemented, tied to <br />completion of different stages or phases of the operation as described in section <br />6.4.4(1)(e) of the construction materials regulations. <br />A plan/schedule to reclaim the various phases is included in Exhibits D and <br />E. <br />5. You have stated that "Concurrent reclamation of disturbed azeas will be <br />implemented to the extent possible." Describe in detail your plan for concurrent <br />to <br />
