Nevertheless, all water within the gravel <br />pit and plant area will be completely surrounded by a 100' plus buffer of <br />gravel as it currently exists. The plant area will be reduced an average of S' <br />and obviously the gravel pit areas will be reduced much deeper. Between the <br />gravel percolation and the reduced elevations within the surrounding berm, <br />no water within the gravel bar is expected to provide surface run off into the <br />Tallahassee Creek thereby controlling surface runoff. <br />All fuel and other related items will have their own containment berms <br />and/or procedures as discussed in exhibit D and E. The only pollutant from <br />the mining operating susceptible to water run off is the sand, gravel and rock <br />which has been in the area for millions of years. Any unrealistically huge <br />water run off would only carry pre-existing or similar sand, gravel and rock <br />to other sand, gravel and rock where upon infiltration into the sand, gravel <br />and rock will be stripped of any sediment in the water. Any ground water <br />will act as a filter just like the filtration systems at municipalities stripping <br />the sediments from the water. <br />30. The Division leazned at the pre-operation inspection that the intent of the <br />application was to include Gravel Expansion Blocks I and 2 and Granite Quarry <br />Expansion Blocks I and 2 in the application as land to be affected and that these <br />azeas aze phases of the total mining operation. It was stated that it was not the <br />intent to bring these areas into the permit by amendment at a later date as <br />previously understood by the Division. If these areas are part of the application <br />affected land as phases of the mining operation, provide appropriate discussion in <br />all appropriate exhibits and change the Mining Plan Maps to show a phased <br />mining operation. If these mining areas aze not to be a part of the present <br />application, remove them from the maps to avoid confusion. If they are to be <br />added at a later date, an amendment could be filed at that time. <br />As has been previously stated, all phases or expansions are included in the <br />application. All maps and discussions and ezhibits have been thoroughly <br />reviewed and revised to clarify this conclusion or expectation. <br />31. During the pre-operation inspection it was learned that the location of the south <br />overburden and topsoil stockpiles will be changed. Please provide a discussion of <br />the new locations in the mining plan and show them on the Mining Plan Map. <br />The topsoil stockpile location has not been changed. While the visual <br />impairment permanent berm locations have not changed, their configuration <br />has been enhanced for more effective screening. They are readily shown on <br />the Mining Base Map and discussed in Exhibits D, E and H. <br />l2 <br />
