M. / -JJl(
Water Division 1, Water District 5
Dear Mr. Raines:
We have received your letter of July 9, 2003, requesting amendment to the December 3,
2001 approval for the above referenced substitute water supply plan. This amendment will allow
the storage and release of excess river credits attributable to the 3.75 shares of Rural Ditch.
The excess river credits which accrue to the stream system in July and August will be
stored in the Varra Pit No. 112, which lies directly to the south of the Hokestra Property and across
the Rural Ditch. It is estimated that 33.3 acre-feet of excess credits will accue to the stream
system, of which 25.4 will accrue in July 2003 and 7.9 will accrue in August 2003. The 112 Pit has
access to a ditch headgate which will be used to deliver the excess river credits to the lined
reservoir for storage, The stored water may be released in September, October and November to
replace out-of-priority depletions. ,
According to the information provided by the applicant this site will be dewatered while it
is mined. This plan accounts for the evaporation that occurs when the lakes are allowed to fill.
Currently 96.4 acres of lake surface. is exposed at the Hokestra site. This consists of 82.3 acres
which were exposed after December 31, 1980 and 14.1 acres which were exposed prior to
January 1, 1981.
Weld County will irrigate 6.9 acres of pasture grass that will be planted around the
perimeter of the lake. This area will be irrigated using water pumped from the lake during the
growing season.~sed on the plan, 13.1 acre-feet of water will be pumped from the lake to
irrigate the pasture grass. Of the water pumped for irrigation, 11.1 acre-feet of water will be
consumed and 2 acre-feet wilt be returned to the stream system.
Consumptive use from the operation of this site consists of 4.4 acre-feet of water lost in
product (4°/rr moisture of 150,000 tons of raw material), 13.8 acre-feet for dust control and 212.2
acre-feet of evaporation from 82.3 acres of exposed lake surface. The total consumption at this
site from mining operations and irrigation is 241.5 acre-feet.
