Please make certain your calculations exhibit the fact <br />that the amount of C-BT Project water available to offset a river depletion is wmputed as the net <br />C-BT Project water delivered to the appropriate river reach (i.e., water released minus river <br />conveyance shrinkage) multiplied by a yield factor of 50 percent, Administrative conveyance <br />shrinkage cannot be used to replace depletions as stated in the Iatexim Rule. As you have <br />indicated in the provided information, the Water Commissioner for the Big Thompson River is <br />not charging river shrinkage for the approximate 8 miles of ttausit distance, and this should be <br />footnoted on all future submitted accountings. Please send the xequired accounting to my <br />attentioG. <br />This approval for the LRM 2007 SWSP is for 43.0 acre-feet of leased C-BT Project water for <br />March 1, 2007, through October 31, 2007, and 24.0 acre-feet of leased C-BT Project water for <br />November 1, 2007, through February 29, 200$. LRM needs to be awaze that the 43.0 acre-feet <br />must be delivered from Northern Water reservoirs by the end of the Water Yeaz on October 31, <br />2007, at which time any undelivered balance of the 43.0 acre-feet will be eliminated per <br />Northern Water accounting procedures. The use of the 24.0 acre-feet lease is approved to begun <br />on November 1, 2007. <br />Please note that winter releases of C-BT project water to the Big Thompson River in the winter <br />months after October 31 typically cannot occur. As mentioned in your SWSP request to the State <br />Engineer, aggradation of releases at the Water Commissioner's discretion may need to occur <br />and/or maybe the potential exists for the City of Loveland to deliver water to the river. <br />LRM must also request and receive approval iiom Northern Water if additional C-BT Project <br />water supplies greater than 67.0 acre-feet are acquired for well depletion replacement during the <br />2007 SWSP.
