The required fee of $257 for the renewal of this substitute water supply plan has been
submitted. The original plan was approved on July 27, 1998 and it was most recently renewed on
June 8, 2006. An augmentation plan for the site was filed with the Division 1 Water Court in Case
No. 2000CW142. Loveland Ready-Mix Concrete, Inc. has also obtained storage water rights in
Case No. 98CW431 for storage in two of the pits within the site, identified as pits 16 and 17. There
are a total of 19 separate pits in the Lorimer Pit permit boundary. Twelve of the pits (nos. 1-12) were
exposed within the reclamation permit boundary prior to January 1, 1981. According to the
information submitted, 82.47 acres of water surface, out of a total of 100.77 acres exposed at the
site, was exposed within the reclamation permit boundary prior to January 1, 1981. Four of the pits
(nos. 4, 8, 10 and 19) have been mined and completely backfilled. Mining of pits 16 and 17 has
been completed and these pits have been lined and do not expose any ground water. Loveland
Ready-Mix Concrete, Inc. is currently mining a new pit identified as pit 18 which will also be
dewatered during the mining process. All of the exposed ground water at the Lorimer Pit site which
requires replacement for evaporation will occur at pit nos. 13, 14 and 18. Based on a 2005 aerial
photo, you indicated that the net exposed surface area at the Lorimer Pit has decreased from 22.89
acres in 1997 to 18.3 acres in 2005. This reduction is due to backfilling pit nos. 5 and 6.
The anticipated net depletion for this plan is 51.23 acre-feet per year, which includes
evaporation from up to 18.3 acres of water surface exposed after December 31, 1980. You have
provided a monthly breakdown of the depletions for this year of operations from the beginning of
March 2007 through the end of February 2008. The depletions total 35.69 acre-feet of net
evaporative loss, 11.23 acre-feet of water used to batch concrete (which represents production of
122,000 cubic yards of concrete), 0.49 acre-feet of water lost with mined product (which represents
16,488 tons of mined product), and 3.83 acre-feet of water used for dust control. Phreatophyte
credits of 4.23 acre-feet per year have been applied to this plan.
