Prior to the implementation of any fertilization at the <br />mine site, the Division will be notified for approval. <br />Acid Forming and Toxic Forming Materials <br />No acid forming or toxic forming materials exist within the top or floor <br />of the coal seam to be mined. Therefore, the Bear Coal Company has not <br />undertaken any special handling procedures. A detailed description of <br />the chemical characteristics of these materials is presented under <br />Section 2.04.6. <br />• Flammable liquids such as oil and fuel will be protected from spilling <br />into other areas by earthen structures surrounding each storage <br />facility. A spill contingency plan will be developed to protect against <br />spills. <br />All garbage will be collected at the mine site and transported to a near <br />by landfill. <br />All the buildings and facilities at the mine site will be equipped with <br />portable fire extinguishers.
