REC1sIVING STREAM
In the SE'/e, Section 8, T13S, R90W, on Highway 133, southwest of Somerset, CO.
Outfa11001: om the underground sump to the North Fork o the Gunnison River (mine water
discharge); utjall 004: from pond 4 to the North Fork of t e Gunnison ktver (surface runoff
water discharge).
C-81-033
An a:~sessment of the stream standards, low flow data, and ambient stream data has been performed to determine the assimilative
capacities (or the North Fork of the Gunnison River for potential pollutants of concern. Thts information, which is contained in
Appe~tdix A to this rationale, also includes an antidegradation review, where a propriate. The Division's Permits Unit has reviewed the
assimilative capacities to determine the appppropriate water quality-based e~ent 1~mitations as well as potential limits based on the
antidegradatian evaluation, where applicable. The limttations based on the assessment and other evaluations conducted as part of this
rationale can be found in Tables VI-land VI-2 of this rationale.
IV. FACLLITYDESCRIPTION
A. Industry Description
1, T e o Indus :This facility is a former underground coal mine, now in the post-mining phase. The facility's surface areas
ave een returned to the proper contours and revegetation is ongoing. However, a discnarge from the mine portal continues
to exist.
2 Sources to the Treatment Plant: Mine water is routed to a sedimentation pond; surface runoff water is routed to another
se imentation pon .
3. Chemicals Used: The permittee did not sped any chemicals for use in waters that may be discharged. On this basis, no
c emic~pproved under this permit. Pnor to use of any applicable chemical, the permittee must submit a request for
approval that includes fhe most current Material Safety ata Sheet (MSDS) for that chemical. Until approved, use of any
c emtcal in waters that may be discharged could result in a discharge ofpol[[utants not authorized under the permit. Also, see
PartlLA.l. of the permit.
B. Wastewater TreatmentDescriptian
N,'ine water flows to a sedimentation pond with a volume of 0.24 MG. Settled wastewater is then discharged via Outfall 001 to the
North Fork of the Gunnison River. Mine water flow volumes have decreased since active mining has desisted. Surface runoff water
fGtws to a second sedimentation pond with a volume of 0.289 MG. The equivalent volume for the 10-year, 24- our prec~ ita[ion
e}~ent for this site is 0.244 MG. Thus, detention time in the pond for such an event is approxtmately 28 hours. Effluent fiPom this
pond also goes to the North Fork of the Gunnison River.
ISSUED: APRIL 16 2004 EFFECTIVE: JUNE 1 2004 EXPIRATION: MAY 31 2009
Revised 04/!9/04
