4 - 32 <br />• RESOURCE MONITORING <br />A monitoring program under the direction of the environmental engineer will be established <br />to routinely gather data on site area wildlife resources. The program outlined is designated to <br />provide both observational data on relative abundance of area wildlife species and more specific <br />data on important species (.e. raptors, game species, endangered species) and habitat G.e. <br />raptor nesting locations, fawning grounds, possible migration routes). Primary emphasis will be <br />in zones adjacent to areas of mining activity and areas wrth the greatest potential for resource <br />and/or disturbance by activities. <br />The monitoring program was terminated on August 12, 1983 with approval,of the Division. <br />Specific observation routes and areas of study, time and frequency of monitoring and <br />specific observation methods will be finalized after commencement of monitoring activities. The <br />initial program is outlined as follows: <br />Observation transects: Walking transects will be conducted on not less than a seasonal <br />basis in three portions of the permit area: (1) Riparian area along East Salt Creek, (2) <br />• Greasewood and canyon bottom area along the access to the mine area, and (3) <br />Pine-Juniper and rocky outcrop areas above and east of the mine operations area. <br />Winter Use Survey: Surveys of the mine permit area will be conducted in winter to <br />document area used by large game animals fi.e. mule deer, elk), areas of concentration <br />in the mine vicinity if present, and possible migration routes. Observation will also be <br />conducted to determine any winter raptor activity in the site vicinity. <br />Breeding Bird Surveys: Breeding bird surveys will be conducted in the areas of regular <br />transect observations during spring (May or June, dependent on the weather) to <br />determine breeding bird activity in the mine vicinity. Surveys will be conducted at dawn <br />on multiple days during clear calm weather. <br />o Raptor Nesting: Surveys to determine raptor nesting in the permit area will be conducted <br />in spring to document nesting in the mine vicinity. The permit area contains many rock <br />outcrops and cliff areas that are suitable for raptor nesting sites.
