Ms. Anne Baldrige <br />August 14, 1985 <br />Page 2 <br />E. July 18, 1983: The Annual embankment inspection was con- <br />ducted. Weather conditions were favorable, skies partly <br />cloudy, temperature about 85 F. The mine area was dry and <br />mine personnel reported that no measurable precipitation <br />had fallen in about one week. <br />F. July 6, 1984: The annual embankment inspection was con- <br />ducted. Weather conditions were favorable with sunny skies <br />and temperature of 80 F. The mine area was dry and no <br />measurable precipitation had fallen within one week. <br />G. August 1, 1985: The annual embankment inspection was con- <br />ducted. Skies were sunny with a temperature of 75 F. The <br />mine area was dry at the time of inspection, although <br />scattered showers have occurred over the past week. <br />II. Inspection <br />A. Crest of embankment <br />The crest of the embankment is a 60-foot wide roadway used <br />for coal haulage. No signs of stress (cracks) were noted <br />upon inspection of the crest. The roadway and side ditches <br />are well maintained. Safety berms are in place. The side <br />ditches are clean and traverse the entire length of the <br />embankment with no openings for discharge onto embankment <br />slopes. There was no flow in the side ditches on the date <br />of the inspection. <br />B. Upstream Embankment Slope <br />Although vegetation is sparse on the side slopes due to the <br />course and rocky material present in the fill, erosion does <br />not appear to be a problem. No cracking or bulging was noted <br />on the slope. Only minimal impounding had occurred over the <br />past year as evidenced by debris at the upslope toe of the <br />fill. The steel stakes set to indicate the 20-year, 24-hour <br />storm water elevation are in place and in good condition. <br />C. Upstream Channel <br />Flow does currently exist through the rock core of the embank- <br />ment fill. Debris lines along the North slope of the upstream <br />channel indicate varying stages of impoundment, The impounded <br />water level was well below that noted in the previous inspection <br />report. The highest 24-hour precipitation for 1989 was 0.92 <br />inches on August 19, 1984. This compares with the predicted <br />10-year, 24-hour event of 1.6 inches. A copy of the annual <br />precipitation data covering 1984 is attached. <br />(Cont.) <br />
