PEABODY COAL COMPANY <br />SENECA MINE <br />DRAWER D <br />HAVDEN, COLORADO 81639 <br />August 14, 1985 <br />Ms. Anne Baldrige, Hydrologist/Geologist <br />Colorado Mined Land Reclamation Division <br />Colorado Department of Natural Resources <br />423 Centennial Building, 1313 Sherman Street <br />Denver, Colorado 80203 <br />RE: Annual Embankment Inspection <br />Stipulation I7 to Permit No. C-005-80 <br />Dear Anne: <br />Stipulation 17 to Permit No. C-005-80 is as follows: <br />~~~~~~~~ <br />aucao~s <br />An~NEO LAND <br />DECLAMATION DIVISION <br />"The embankment must be inspected annually, or within 10 days following <br />any storm whose backwater elevation exceeds the elevation of 6941.1 feet <br />above sea Zevel (10-year, 24-hour maximum storm event's projected backwater <br />elevation), by a qualified Geotechnical Engineer or Engineering Geologist. <br />A letter of certification containing the results of the inspection must be <br />submitted to the Division within two weeks following the inspection". <br />In accordance with this stipulation, Z, W. Craig Jennings, Colorado <br />P. E. 27720, have inspected the subject embankment on August 1, 1985 and <br />do herewith submit my report of findings: <br />1. Chronology <br />A. July I4, 1981: F. M. Fox and Associates submitted a report <br />on their geotechnical slope stability investigation of the <br />embankment. The report concluded that the embankment was <br />stable with a minimum static safety factor of 1.52. The <br />report also recommended revegetation and inspections. <br />B. September 23, 1981: Colorado Permit No. C-005-80 became <br />effective. <br />C. Fall 1981: The embankment was hand seeded in compliance <br />with Stipulation 16 of Permit No. C-005-80. <br />D. June 15, 1982: The annual embankment inspection was con- <br />ducted. Weather conditions were favorable, skies partly <br />cloudy, temperature about 65 F. Alight rain had fallen <br />on the evening of June 14th. <br />(Cont.) <br />
