The mining plan states that a minimum of 12 inches of topsoil <br />will be stockpiled for replacement during reclamation. The <br />reclamation plan states there is between 7 to 12 inches <br />available. Please clarify this by committing to replace a <br />minimum of 12 inches of topsoil during reclamation. <br />13. Rule 3.1.(7) requires the slopes of a pond or lake to be no <br />steeper than 3:1 from five feet above to ten feet below the <br />expected water line. Please state the operator's commitment <br />to regrade all slopes to no steeper than 3:1. <br />Thank you for your reply to the comment letter from the Natural <br />Resources Conservation Service. The Division is in agreement with <br />your commitments regarding their reclamation concerns. <br />Rule 1.8.1 states that changes and additions to the permit <br />application must be filed with the Division and with the County <br />Clerk and Recorder.
