15. Per Rule 6.3.4(1)(c)(v) please specify what type of anchoring medium or method will be used to <br />ensure the mulch application remains an effective cover for the seed application. <br />16. Per Rule 6.3.4(d), please specify if the access road and any on-site roads will be left as <br />permanent features and specify how the flat staging area is to be stabilized against erosion and <br />weed infestation after mining. <br />17. Please revise the weed control plan to specify that surveying for noxious and/or problematic <br />weeds will occur every year the permit is in effect and weed control (if necessary) will be <br />implemented every year the permit is in effect. <br />18. Please revise the reclamation cost estimate to account for any revisions made in response to the <br />comments above. <br />Exhibit E -Maps <br />19. Per Rule 6.3.5(1), please ensure all maps are signed and dated as specified in Rule 6.2.1 and <br />that they identify and outline the area that corresponds with the application (permit area <br />boundary). <br />20. Per Rule 6.3.5(2) -Mine Plan Map: please outline and label the permit boundaries, label the <br />names of the owners of the surface of the affected area and the land within 200 feet of the <br />affected area, identify the owner of the substance to be mined, label features to be used in <br />connection with the mining operation (access road, soil and overburden stockpiles, waste rock <br />fills, impoundments and water diversions), and indicate the direction that material excavation will <br />proceed. <br />21. Please specify if the boreholes shown on the permit maps are existing, and if they are permanent <br />structures to be protected. Also specify if they are proposed features that are to be part of the <br />proposed reclamation. <br />22. Per Rule 6.3.5(3) -Reclamation Plan Map: please indicate the area to be affected and subject to <br />revegetation applications, indicate the average thickness of growth medium to be replaced and <br />the replacement locations, and show details of the proposed pocking of the final slopes.
